Інституційний потенціал управління транскордонним співробітництвом в Баренцовому регіоні Північної Європи, його спрямованість на пріоритети «зеленої економіки», примноження людського капіталу та переорієнтацію на кластерний розвиток може служити прикладом для розвитку транскордонної співпраці в регіоні Карпат. Обґрунтовано можливість, доцільність і потенційну результативність заснування нового міжнародного інструменту підтримки транскордонного співробітництва України та країн Вишеградської групи у регіоні Карпат. ; Institutional capacity of cross border cooperation in the Barents Region Northern Europe, its focus on the priorities of the "green economy", human capital enhancement and conversion to cluster development can serve as a model for the development of cross-border cooperation in the Carpathian region. This is evidenced multifaceted activities of the Barents Euro-Arctic and the Barents Regional Councils (BEAR/BRC) promote cooperation of border regions and local communities, coordination, prioritization and implementation of the Barents cooperation at the international, interstate and interregional level, synchronize their activities in the Arctic region with the EU institutions, leading structures international cooperation in Northern Europe, the Arctic and the Baltic. The experience of the BEAR/BRC institutions points to the possibility, feasibility and potential impact of high establishing a new multilateral international instrument supporting cross-border cooperation in the Carpathian region.The Council of Carpathian Cooperation with the participation of the European Commission, the Visegrad countries of the EU and Ukraine would function on a permanent basis as a tool for harmonizing the development of border areas of the EU and Ukraine, preventing the destructive influence of the internal political conjuncture of the neighboring countries on the development of the CBC in the Carpathian region.

Розглядаються наслідки виборів 2017 року у країнах - членах ЄС в контексті їх впливу на трансформацію Європейського Союзу . До глобальних викликів сучасності для ЄС віднесено «грецьку», «міграційну» кризи, активізацію терористичної матриці, безпосередню чи посередницьку участь згаданих країн у збройних конфліктах з міжнародним тероризмом та авторитаризмом. Показано, як відродження американського неоконсерватизму та неоізоляціонізму породило низку протиріч і дискусій між США та країнами ЄС і НАТО. Констатується «гібридна» політика Російської Федерації у площині загравання з екстремістськими та націоналістичними політичними силами європейських країн, масштабізація російського медійного впливу. Розглянуто, як реагує Євросоюз та НАТО на результати народного волевиявлення у членських країнах, пошук європейськими інституціями адекватних і результативних відповідей на виклики часу та його вплив на європейську інтеграцію України. ; Сonsider the implications of the election in 2017 in the countries - members of the European Union in the context of their impact on the transformation of the European Union. The global challenges of our time to the EU classifi ed «Greek» crisis, «migration» crisis, the intensifi cation of terrorist matrix, directly or mediating these countries involved in armed confl ict against international terrorism and authoritarianism. It is noted as the revival of American neoconservatism and neo isolationism generated a number of contradictions and discussions between the US and the EU and NATO, «hybrid» policy of the plane fl irting with extremist and nationalist political forces of European countries, Russian media exposure. Consider how responsive the European Union and NATO on the results of people's will in member countries, European institutions search for appropriate and eff ective responses to the challenges of time and its eff ect on European integration of Ukraine.
